Article 1

The notified soft loan of EUR 3680119 proposed by Portugal to Djebel for its investment in Brazil is incompatible with the common market since it does not meet the criteria set out in Article 87(3)(c) of the EC Treaty and must not be therefore be granted.

Article 2

This Decision is addressed to the Portuguese Republic.
