2 In the case of an increase of the volume, if, on 22 December 2023, the quotas applicable on 21 December 2023 were exhausted, the new quota volumes available shall be allocated to operators following the chronological order of the acceptance dates of their customs declarations for release for free circulation. Operators who imported their goods out of quota before 22 December 2023 shall be reimbursed, on their request and to the extent that the balance of the tariff quotas so permits, the difference in duty already paid.
